Black & White Tuxedo, appears to be a male but I haven't gotten that close

We see this guy off and on, but lately it has been increasing in frequency. He seems both very lovey and very skittish. He seems to stay close to our property that we just bought in August last year and I am worried maybe he was abandoned by his owner. He is safe and it seems like the neighborhood has been making sure he isn't going hungry but I would love to get him somewhere safe and away from a busy road.
