File online lost reports with shelters. If chipped, contact chip company and make sure contact info is current. Check Craigslist lost/found and pets for sale ads. Post on Nextdoor and post flyers. Have you tried asking the neighbors if they have the dog, and if so, to return it? Maybe they don't realize the dog is your dog. Do you have Ring doorbell video that shows the dog entered their yard? Are you sure the dog didn't enter and then exit their yard through a hole in their fence? If they have video cameras, they should be able to confirm that for you?

Also, if you think she is still at the neighbors house, ask police or sheriff's department to help you go over to get your dog returned.

Put on Neighborsring App and North Highlands/Rio Linda Lost and found pets Facebook Group as well as Good Neighbors of North Highlands...Do Not accuse people stealing or many people will not help. You need to file a lost report with Bradshaw shelter when lost in Sac County..ALL OWNERS aware Responsibility to check the shelter website several times a day they start updating a little after 1200 When the public can start bringing them in. They are closed on Mondays to the public. Wednesday's Intake is noon to 530 you should be going in every Couple days speaking with them and showing them pictures even if microchipped.. Owners are at fault if they don't stand on top of it and assume somebody will call BAD mistake. Is Ms. Betsy even microchipped for her sake??
