2 Shih Tzus, black/white & black/tan running in traffic, able to get out of street and to a less traffic neighborhood and lost them

Message from Finder

Found running in traffic on grand; attempted to call them but they ran down Tangerine in jasmine heights so at least they aren’t running in heavy traffic; almost hit multiple times. I lost track of them in the neighborhood; would not come to me.

Jill Scott I know things happen but this is the second time I’ve found dogs in a week and the first, the owner just shrugged like it happens and as I was following these two and was asking neighbors, the neighbors said, I’ve seen them running around before. So, that gets frustrating that I’m spending more time chasing and trying to secure their dogs. It’s happening a lot lately.
