He has a band on its leg so if you can see the numbers, you may be able to find the owner. The band numbers will lead you back to the breeder and they may have record of who bought the bird. Mine does. I have a Hahns Macaw with a band on her leg also. Some states require it. I got her from a breeder in CT when I lived in NJ. When I bought her, the breeder told me that if she ever escaped that I could contact her and she would have my name and contact info in file.
