Please take the cat to have scanned for a chip. Any vet or Pinellas County Animal Services should be able to help. He may be abandoned and needs help.

If he's friendly and he looks healthy leave him alone he'll go home but he's not stupid he sees a free meal. I am a caregiver of 20 plus cats I feed 11 outside however with that being said every neighbor cat comes to have a snack or two so I just tell everybody it's the same thing you're going to hear if you go on the website through the Pinellas County Animal Services and Pinellas County Humane society if you see a cat and it's healthy and friendly leave it alone will go home.
