If she is homeless and stealing every dog she sees call the police so they can get this poor baby safe before something happens to it. This poor baby belongs to someone because it was groomed recently and I know owner's are devastated looking for their baby. If I was close I would take it away from her and get it safe period. She's probably a drug addict and will do anything with this baby. Take it from her the police won't do anything because they are sick of dealing with them.
