Tiger striped ginger male kitten/cat. Weighs about 4 pounds. The kitten/cat is unaltered. Looks healthy and is very friendly. Doesn’t have a microchip (got it checked at Arlington Animal Shelter). No collar.

There are many many cat rescues in the area (not shelters) who will take in friendly cats. If you Google cat rescues arlington/Alexandria a ton will come up. You can also call Alley Cats and they should be able to direct you to a cat rescue in your area.
