A dehydrated cat is dirty. Not enough saliva to groom itself. And of course a skinny cat is likely malnourished unless there is some other contributing factor (thyroid). This one may have been discarded.

Give him/her some good clean water & then food. Definitely a domestic cat in pretty bad shape. Somebody may have dumped it. Maybe the RAL folks would help trap.
