Old, blind, hungry, scared!

This poor baby was found in my neighbors backyard. No one around us knows how he got there or who belongs too. He can’t see so he is walking in to everything and he’s VERY skinny! He ate and drank a lot and now seems to finally be resting comfortably.

Is he a make,chopped front tooth. He is chipped but phone no longer right? Mine went missing 1 year ago and never been able to find him.
