Andy Helfers no it doesn't mean he's a stray, but technically no cat should be outside. You are just risking them their life. I have a cat and she's straight away from where she came from and she got bit on her tail and had a big abscess and I had to pay $800 to get that fixed why would I put her back outside again? She became an indoor cat and for 10 years now she has no desire to go back outside.

He needs medical help as he's all matted and he doesn't look good. I'm glad she picked him up and animal control will take care of him. He/she can get adopted out to a home and have a warm place to stay.
