Make a looped tape of budgie chirps and chortles, and play it outside during the day. Also, add your voice with recordings of what you say/sing/whistle to her using the voiced of everyone who usually speaks/sings/blows kisses/whistles to her. My parrot got out and I found her the next day in a low tree, the next day, because I could hear her chortling sounds that she made responding to my calls out to her.

Sometimes friendly parakeets are turned into pet stores! Call around to Petco's or petsmart and see if any parakeets were surrendered. I'll keep an eye out.
