I’ve seen this dog a lot on this street.i think it’s a female but not sure. She tends to follow my car when I drive by. But is to scared to be approached. Today she followed my car a little ways so we went back and gave her some food and water. And we could see a collar on her but no tags

This dog has been neglected. She needs to go to a groomer. Those knots aren’t going to brush out. She hasn’t had any care for at least a year. She probably escaped from her neglect.
