Found on back roads of Newcastle, OK very dirty with scratches on face and legs. She has a tattered collar and old leash that was wrapped multiple times around her neck. She is a very sweet dog. Looks to be on the skinner side and older in age.

I sure as wouldn't give her back to her owners if that was the way she was found. I realize someone could have stolen her and did that to her themselves. But I'd be almost sure you'could tell the way they would act if they were the abusive one. So be careful please.
