You can get it scanned for microchip for free at a local veterinarian. If it has a tag with an ID number then call the shelter for owner information. Most owners look for their pets on the shelter's website phshelter.com or go in person there. Report it as found on the website. Can be also post on Nextdoor, Pawboost and Moreno Valley/Riverside Matters. Request proof of ownership such veterinarian records or pictures or specific marks that distinguishes this pet.
