He was found at muggsys as a man came in and just let the dog run around with no regard, even out into the streets near with traffic. Eventually he said he was giving the dog away and made other neglectful comments about the dog. Dogs safe but why does he want the dog back if he did that in the first place?

This dog was at muggsys bar with no collar and no leash on and a male owner. He mentioned multiple times that he keeps trying to give the dog away because “he’s an ” and then asked if the dog could roam around and told the bartender that he could kick him if he got in the way. All very unsettling. The man left and then we found the dog wandering in the street. The bartender walked up and down the streets yelling, not knowing which house he belong to so somebody from the bar took him home to keep him safe. This was on Tuesday
