Meghan Rose you posted Blue on your fence? If you see him again do you think he would go into a cat carrier with door open and some seed inside? Only thing I can think of is putting a table or something near the fence with a bird cage or cat carrier. Maybe if you contact the owner, they have a spare cage you can use and help set something up as they know the bird. Please contact them.
