It seems that the dog does belong to someone who does not leash him/her and allows more wandering than I’d be comfortable with. I assumed the dog was lost but it does not seem so.

What is the confusing post is the dog lost or the does somebody have this dog and if they have the dog can they leave their phone number and information with the dog? Check to see if it’s chipped

Can you bring the dog inside to safety, food and water and then take to a vet to scan for chip? The vet may also recognize the dog and be able to contact its owners. Check with other local vets as well and contact the police. Also post fliers. And beware of bad actors!!!

Liz Lucadamo I was just going to say similar. But I once told the owner his dog should be on leash. And tried to explain some good reasons why. He just got angry.
