Thanks to everyone. The owners just showed up and said they had been looking for him for over a hour but to be honest his coat looked as if he had been homeless for some time and as friendly as the dog was to everyone he cowered when they showed up and called him. I got the impression that they may have been abusive owners. But I felt that it was better than animal control Who was just minutes away and then in his condition I figured they would have euthanized him at some point.
