Found unaltered male chi mix with black collar but no tags or microchip

Found very small unaltered male chi mix with a black collar but has no tags or microchip off of Woodrow Ave and Oildale Dr, 93308. He was running across the street multiple times almost getting hit each time without a care in the world, when we called him over he was thankfully super friendly and ran right over to us. He is COVERED in ticks, has scabs from ticks and is on the skinnier side. He has been fed, given water and to help and treat the ticks, he is a very happy boy who prances around giving people kisses. When we picked him up some kids said that it was their friends dog but the friend said it was not his dog and they were chasing him so I am unsure what is true. This boy is very well behaved and has to have someone at home missing him! If this sweet boy belongs to you please message me with PROOF OF OWNERSHIP!!! He will not be given to just anyone and will not be given away once stray hold is up. He is safe, being loved and cared for with us. He will be reported found to the shelters, be posted on Pawboost, Nextdoor, Facebook, etc… *Please keep in mind that we do not know this boys story to know if his rightful owners left him in this condition or know they may have going on in their lives and help would be offered*
