He’s on the ledge outside the windows of our office, but we’re on the top floor and cannot open the windows. He is very social, responding to the people who come to the window to see him, and clearly really wants to come inside. Wings appear to be clipped but they must have grown out.

He absolutely won't survive on his own outdoors. He needs help now!! Call the fire department, an Avian Rescue group.

Is it possible to go down a few floors and try and call it to come to you? Somehow you can play some music of the same type of bird chirping. That may possibly help.

Aww, indoor birds usually don't know how to land :( so they fly up until they tire and then land. I hope someone sees it and starts calling to it, it would probably respond to its name. Thanks for sharing
