How did this dog get lost! And with a cone!

ATTENTION: ROC HAS CANCER AND NEEDS DAILY TREATMENT. If anyone knows his whereabouts please call or text me at 8152744972. Lost between 1:10pm-1:40pm at the JEWEL OSCO ON CORNER OF Caton Farm Rd & S Rte 59, Joliet, Plainfield Township, Will County, IL, US, 60586. Near the back of the parking lot of jewel by the PNC bank. LAST SEEN WITH PINK WATERMELON NECK DONUT ON HIS NECK. Roc is a mostly black French bulldog mix who weighs about 30-40 lbs so he is almost medium sized. He likes to sniff around a lot especially where other dogs live, but is friendly.
