Blondish long hair small dog, looks healthy

The dog will not let us get near it. But we did get it fenced in. It is at my friend's hse down the road. She cannot keep the dog. But she doesn't want it to get hit. We cannot tell whether it is male or female and it does not seem to have a collar. We live on 198/ Sierra Drive, near lemon cove village RV Park.
