I didn’t find nor have the bird. The finders post stated that it had a number and the person would have to identify the number in order to get it back.

He has been out for awhile or the owners didn't take the right care. The beak needs to be smooth down. (Shaved).

Kat Mellott the ring is registered to the owner. If you get with a vet and they can look up the owners by the numbers. They can get the name and all the info they need for you to identify who owns the bird. Im sure the owners Also have pictures with the bird
