Description
White head and chest, yellow around eyes and reddish at beak. White chest and yellow belly. Green wings with grey/blue tipped flight feathers, and yellow base to reddish tail feathers. No visible tag but I couldn't see feet well. Wings are not clipped

Found semi trusting bird/parrot in neighborhood by car lot on Garfield right off of Beach blvd. Flew away after half an hour closer to garfield, but I could still hear it nearby in the neighborhood. Not scared of me, alone, screeching. Tilted head and hopped closer when I made kissing noises, but still not fully trusting. Looks very dirty
