She is also fully flighted, you could tell by her feathers, so she may not be there if she wasn't captured. :(

Was she captured or left ? I can take the baby and hopefully save this female parakeets life. If you look closely above the beak its a light color which indicates it's a female. If it was dark colored, it would indicate it's a male. If whoever sighted the bird or if anyone has any information, could you please let me know?
