Aww, looks like he was dumped. I know it doesn't take long to get this thing, once the dog gets lost. This dog didn't just get out and lost, otherwise, his owner would be posting their lost dog. I hope a rescue steps in and it gets a good home.

Ummm it shouldn’t be returned to owners if they did this? Only excuse would be if it was running stray for a long time but this is tooooo skinny
