These dogs have been under the bridge at Broadway and Indian School for at least a week with a small group of people. Sometimes they are left alone, just tethered together with the piles of stuff.

Janessa Leon If they were in someone's yard, they wouldn't "qualify" for being given the basic elements of care, and the "owners" would be cited and given a period of time to comply. Also, do they have proof of vaccinations, like rabies, that are required by law? If not, also means that they are not registered, also required. There are so many basic violations there. They could do something if they chose to.
