These dogs have been under the bridge at Broadway and Indian School for at least a week with a small group of people. Sometimes they are left alone, just tethered together with the piles of stuff.

The large one looks familiar If it is the one I see on the daily basis on Rio grande and i40 exits. They always have him in a wagon strolling him everywhere. A very tiny old lady strolls him.
