There are two dogs I think one is male and one is female. They belong together and it looks like they belong to a family - well fed- skittish but want to be friendly

Two male siblings.

The neighbor only feeds them, I think. No fenced yard. At night they come back to his yard, then roam all day. Coliseum so busy, it's only a matter of time. I've given up, the city doesn't care.
