As a cat who's not used to going outside, she's probably nearby, hiding and sometimes they are too scared to emerge, even if they hear their owner calling them. The best advice is usually to leave a door open, especially after dark, so she can sneak back in when she feels the coast is clear. Of course, the impending storm is going to make that trickier.
