Puppy, Black fur with Mange so severe hair loss

I found this sweet boy on the bridge but couldn’t put this dog in my car as I had my two healthy dogs in the car already and wasn’t sure what kind of Mange he had. I am looking for him in hopes I can bring him back to SC with me, I just want to find this sweet baby.

Please reach out to me if you’ve seen him, I will drive up to get him. I had my dogs in the car and could not safely transport him when I found him, and animal control was not open at the time. He had a leash and collar. No tags. I tied him to the detour sign right off the bridge over the Lumber River, NC-76 right before the MLK jr intersection. UPDATE: Animal Control said the dog was not there by the time they got there. Praying for a way to find this sweet baby!
