If somebody says this is their lost pet, ask for proof of ownership. Fighting groups will send cute kids with believable "moms" and pay them to pick up this pup and she/he will end up torn apart to train fighting dogs. A true pet owner will have tons of photos, vet records, or adoption contract/receipts. Meet them at their veterinary office to confirm pet ownership. Or take the pet to your local Humane Society and they will request proof of ownership.

With the chip number, you can find out which company the chip belongs to and then call them. They will have a record of who inserted the chip (vet, shelter, rescue, etc.). From there, contact whoever inserted the chip, and they will either give you the owner's contact information or will forward a message to them on your behalf.
