Christi Bundren you dont know how long he has been on the street . I have a shihtzu i rescued last year and that length of coat he has been groomed probably a month ago . Maybe he belongs to a senior who no longer drives. My boy gets severe allergies and in summer he can't be groomed because his skin is inflamed and red and shaving him would be painful. Don't assume he is not loved you dont know the situation. I would love to foster him
