Black small dog looks like a poodle mixed with something else

Message from Finder

This dog has been roaming neighborhood for months at first I thought the dog belonged to someone because a red leash was around the dog that’s been dragging, but this has been months. The dog looks very matted could barely see from the hair and its face. Seems friendly I believe the dog was abandoned.

I posted this dog I thought the dog had a home because of the leash which was months ago and ran across the dog a few more times when I let my dog out I tried to grab the leash but the dog ran. The dog is friendly with my dog but when I walk up on them the dogs runs away I fed the dog and gave water but I can't catch the dog. I called local shelters ect but nobody would come it was around 6pm. I Left food on my porch to see if dog will come back so if I'm able to grab him or her I will post and someone can meet me or come get dog to help find dog a great home
