Please reach out to dogsfindingdogs.com for a consultation from trackers who have been locating lost pets since 2008. They are a nonprofit that operates out of state, but they do detailed consultations for people all over the continent. There's no fee, but like any rescue/nonprofit, they welcome donations if you're inclined. There's a link to a google intake form on their homepage. Just fill that out to get started.
