WHY DIDN'T THEY KEEP IT ON A LEASH? OR HAVE IT OR FENCED IN? THEY SHOULD BE FINED FOR LETTING IT LOOSE,SINCE THEY KNOW IT CAN BE AGRESSIVE! TURNING DOGS LOOSE TO GO OUTSIDE TO POOP OR PEE IN OTHER PEOPLES YARDS IS STILL A VIOLATION AND CAN FACE FINES!
