Can you give him a home? Take to vet to scan for a chip. Not all tipped ear cats are TNR. I adopted my kitty from a shelter with her ear already tipped

The ear tip / cut means he is fixed. He may be a trapper neuter return cat from a person who traps in the area or worse case scenario he was dumped in that area. He may have a microchip to identify either the owner, the trapper or the organization who fixed him. He may also have a tattoo inside his inner ear with his name. If he was fixed at no nonsense neutering he will have a bluish/ greenish line on his belly.
