That's a horrible neighbor!! And in the middle of winter? I would sue them. I just meant to look up local cat rescues who feed colonies and message them. If you can get him on camera you can set a trap. Can you look on the auditors site to see who owns it? Then contact them and tell them what happened. Maybe a drone can help.

Rachel Ferrell Thank you for the advice. I went to the area, drove around, and spoke with a few people on the alley road. It seems like a nice neighborhood, but I don’t want someone to call the police or cause any problems, which is why it’s not easy to set up a camera there without permission. I’m also going to reach out to Rico Pet do you have the address for Recovery place. My neighbor dumped him there back in second week of January . Thank so much for the advice I appreciate you.

Reach out to Rico rescue and other rescues to see if they are familiar with the cat dumping area in Bexley. Then set up cameras there.
