Emily Johnson should be. Ah, there it is... "if not used correctly!" What is the correct way to use a spiked collar that could pierce the skin? Any implements that cause pain cannot be used as a training aid. If a young dog is too energetic for the uneducated owner, then get a stuffed toy instead !

Sally Anne Greenard not illegal. Meanwhile you see dogs wearing haltis, choke chains and slip leads, all can cause damage if not used correctly.
