I have discovered that neighbors are trapping cats and dumping them off so I don't think I will ever see him again

So sorry. Leave his toys, blanket or any belongings outside. Use Ring app, the door bell and Next door to notify your neighbors. Drive around looking in the hidding places. Cats sometimes come back after a while. Good luck.
