German/Belgian Shepherd, fairly young—maybe 3 years old

I saw the dog at night walking north on Wissahickon near the light at W Mt Pleasant as I was driving by. I think it turned onto W Mt Pleasant. Looked a little distressed (tongue hanging out) and his coat was on the darker side for a shepherd, which is why I think it’s a Belgian. Ears were perky. I wasn’t able to stop, as my dog was in the car. Definitely looked like it belonged to someone.
