UPDATE: He was picked up Tuesday night by a wonderful person who messaged me here and is now safe. He has not been seen yet by a vet but she is working on trying to get him into the Animal Defense League. He is still alive and has perked up a bit since he has been with her but still very weak and cannot stand for long.
