I called animal services for their advice and have them come out to scan him. They said it's their policy that if they come, they would have to take him with them. But, that i could figure out how to get him to brandywine spca(appearantly they work alongside them), they will scan him and I can choose to take him with me if he has no chip. I need to talk to my kids and these services and consider what we will do. I would need my kids help while I am at work. He is such a sweet boy. I hate having to make this decision. I'd love to be able to just , on a whim, say that I'll keep him. I want him!! But, I also need to be realistic and responsible so that he gets the life he deserves. My animals are older. This pup would require alot. Ugh, this is hard. Well, thank you all for replying and being helpful. 🫶 (edited)

Phenicia Spells please only feed small amounts at a time - dogs that are this skinny can get very sick from eating too much. Also, please report the dog as found to Animal Control - dog may have been reported missing and been missing for awhile.
