Light blue collar with no tag. Possibly neutered. Short hair cat with light brown fur and darker stripes / spots

The cat is very friendly and wanted to go inside with my cat. When I stepped out and let my pet sneak in, he began purring and rubbing all over my legs. It appears well cared for but is visibly skinny and has burrs stuck in fur.
