Lisa Reynolds Mengis Unfortunately, that is what keeps the cycle perpetually in play. They want the money so will breed or pick up more dogs to sell. It’s holding these poor animals almost hostage. I think it’s best if animal control is able to investigate and confiscate quickly without money being exchanged.
