Apparently they were seen being thrown out of a car. But thought I’d try here before turning in.

Hi, just because they were dumped/ thrown does not mean it was the owners. Sometimes in dv breakups or divorce the ex will get rid of the family pet to hurt the partner. Also tons of pets are found and kept weekly. When they tire of the pet they let it go, drop it off somewhere or don't look for it when it gets out. You know people appreciate what they pay for. When its free....

For God's sake! What is wrong with people throwing them out of a car!
