Jason Estep, I thought the same thing when I was there! Only, I thought it looked like they were broke down. The guy was holding jumper cables and the lady was sitting on the curb with the dog and a bowl of water. It was the day they had pup days at the Tacoma Rainier's game. The dog above is listed as FOUND though, not lost.

I saw that dog at the Freddy’s gas station at 19th and Stevens yesterday. White 4 door car, people had the dog on a leash and appeared to be living out of the car.
