This looks like a basset from a neighboring cove. It's the one by SR1 and Popp. But I've only seen them occasionally, walking. That dog is well cared for. Please get the shelter involved. God bless you.

U can usually tell by looking at the size of their feet. Basset is really big wide foot, beagles not so much
