Elaine Sinclair I have 7 dogs currently and none of them EVER runs out, because I make sure they are safe. Plus they are micro chipped and have collars with tags, that's what responsible ownership of dog is - PERIOD. You are looking for excuses for owners, I don't. Need to be much smarter than dog who can outsmart you and "run away, or any number of things"......as you suggested. Owners should predict those things and PREVENT. NO EXCUSES, and that's my opinion, you can have yours.

Saving an animal is one of the most wonderful feelings. On July 4th I found Jake and he was in very bad shape, just hit by a car, very thin and very sad. I got him home and I cried, he was so messed up. He limped and his skin was gone in so many places, in so much pain. He didn't have blood in his urine or bowels and that monday I took him to get scanned, worm check, and a general look over. This was Jake when I found him.
