That is a very old Pomeranian. He may have gotten lost or may have been dumped. If no one claim him find him a good home. He may have health issues and whoever takes him should be aware it may be costly. Poms are prone to kidney issues as well as heart issues. I have 2 older ladies and sometimes people don’t have the funds to care for them. Lucky I do. So make sure whoever gets him can afford him should he needs vet visits and . That is the reason people dump them. They can’t afford to treat them so they let them go
